Build Emergency Action Plan Readiness with Percipio Training in ASMIS

JERROLD SCHARNINGHAUSEN, PH.D., Workplace Safety Division, Directorate of Analysis and Prevention, U.S. Army Combat Readiness Center, Fort Rucker, Alabama

Emergency action plans (EAPs) are only effective when personnel understand what to do before an emergency occurs. For safety officers, the availability of Percipio safety training in the Army Safety Management Information System (ASMIS 2.0) provides a practical way to build baseline awareness, reinforce local procedures and document training aligned to workplace hazards.

ASMIS 2.0 is designed to manage and track safety information, including training. Its training and education capability supports tracking job-safety training requirements not captured in other Army systems and assigning training based on an individual hazard analysis. Safety officers should use that capability to assign emergency preparedness learning that complements, not replaces, the unit or workplace’s site-specific EAP briefings, drills and exercises.

A useful starting set of Percipio courses includes:

  • Disaster Site Workers — supports awareness of the hazards personnel may encounter during disaster operations, including the need to recognize hazards, follow safe work practices, use appropriate protective measures and understand individual limits.
  • Emergency and Disaster Preparedness — reinforces the all-hazards mindset needed to prepare for natural, technological and human-caused events.
  • Emergency Response in the Workplace — supports workforce understanding of emergency notification, roles, evacuation, reporting and interaction with trained responders.
  • Natural Disasters Short: Floods, Tornadoes and Earthquakes: Actions to Take — provides focused, accessible reinforcement for common severe-weather and natural disaster actions.

These courses are especially valuable because EAP training must translate the written plan into individual action. Emergency plans should address evacuation routes and rally points, accountability after evacuation, rescue and medical duties, reporting methods, emergency contacts, and coordination with outside support. They must also be tested for effectiveness. Percipio coursework can establish common terminology and decision-making awareness. Leaders must then connect that knowledge to actual building exits, muster locations, warning systems, emergency numbers, accountability procedures and the local chain of command.

Safety officers should begin with the hazard assessment. First, identify the credible emergencies for each facility, training area or work center (for example, fire, severe weather, flood, hazardous-material release, utility outage or other mission-specific hazards). Then, assign the most relevant Percipio course or course set in ASMIS 2.0 and document completion. The Army safety framework supports tracking job-specific training based on workplace exposures and individual hazard assessments.

Completion of online training is not the finish line. Follow it with a supervisor-led EAP review and a drill. During the drill, verify that personnel recognize the alarm, use assigned evacuation routes, report to the correct rally point, account for co-workers and know who is authorized to conduct response actions. Personnel who are not trained and equipped for a hazardous response should not attempt one. Instead, they should recognize the emergency, notify the appropriate authority and follow the EAP.

Finally, capture lessons learned. Emergency planning is a continuous cycle: train, exercise, evaluate, correct and retrain. ASMIS 2.0 can help safety officers retain the training record while inspection and hazard-management functions support identification and follow-through on deficiencies. The result is a workforce that is not merely trained on emergency concepts, but ready to act safely under the unit’s actual EAP.
